P2/P3 with 512 ram

anything that can run a basic model of XP efficiently and has one USB and one serial or two USB

I've got an older Thinkpad, P3 600mghz, 256 ram, 2 USB ports. Does everything it needs to do, no complaints at all.

I actually just bought a thinkpad off of ebay. 700mhz 256ram It's not here yet but I've already got some pc100 256 memory sticks to upgrade it with. It should be fine. Ive been having bad luck with ebay lately so I got my fingers crossed.
I couldn't pass it up though. 200 bucks shipped with a new battery and xp.

I need to stop buying stuff off ebay though. it's like rolling a roulette wheel anymore.

256 is good enough. Just run the most basic form of XP. Classic view, no smoothing ect.
