Yep I have checked the port setting in TE as well, as I tried other ports it doesn't even able to locate the ostrich. I have match that deffo against the device manager from the control panel..... I am running out of things to try 
I even tried uninstall the TE and re-install it ... still give me that annoying line of error :@

I have no problems uploading and making updates to the 2.6.1 file I have posted in the sticky at the top of this forum.
Post of screen shot of the error you are getting...that may help.
