question on good fuel mangmt

what does this mean,and what do I have to do to get it.what should I buy.I see this talked about alot.brand new to turbo so if this sounds stupid forgive me thanks.

It means you need to add fuel along with the extra air you will be adding with the turbo. Lean engines dont last....
