Problems opening plugins in Crome

Okay im trying to make a basemap with Crome which I have never used before. When i go to plugins and go to open say CROME)\plugins\advBoostTools.cpf it keeps giving me a error saying " Access violation at address 005202FC in module 'CROME.EXE' Read of address FFFFFFFF ??? I am not much of a computer guy and only have Win 98 which when i open Crome it says Im missing some components to run this program?Anybody tell a non computer literate guy wtf this means?I've only used TurboEdit before and this Crome is way fancier and seams alot more complicated but i need to figure it out for my new project. Thanks

Edit- It says -Missing Scripting Engine
