Basically if there's an editor for any major 16bit/MUTIII/Can-Bus style obd2 system, this cable will let you do it

What does it do? Will it allow me to reflash any ODBII with those specifications or is it just for the EVO and STI guys

Looks like it is for mitsu and subaroo ecus

As long as there's a program out there (such as an opensource) that supports the ecu you're trying to reflash it'll work for you. The biggest problem with newer ecu program development has been the cable...no one really ever made a generic cable that would work with the newer obd2 systems such as can-bus or dual k-line protocol. Honda guys should keep their eyes open, my guess is you'll see an opensource editor for K-series in the works that uses this cable in the near future.
