The BEST way to go

The best way to go for fuel management would be Hondata. You can get a system for around $1200 with tuning and anything else you might need. This is not the cheapest way to go. If you have the money Hondata is gold. I would go for Hondata, but the closest tuner is about 300 miles away and I have been hearing that he isn't that good.

The next best thing for fuel management would be the AFC hack. Buy a S-AFC (or V-AFC if you have VTEC) and a set of DSM 450cc injectors with a resistor box.

As for the intercooler, the bigger the better. Go for a nice big front mount.

EDIT: What kind of car are you looking to turbo? If its a Ford than your ---- out of luck. :P I don't know if the AFC is compatible with Fords. The Hondata is out of the question.....well I guess I wasn't much help, huh? I always assume everybody has a Honda.

I think UberTeg/John Doe's OBD1 boost tuner app has definite merit when compared to Hondata... comes almost as complete and well equipped as Hondata for an estimated $320 - you have to source chip burner seperately, but the $320 includes the burner's cost.

As far as Ford... uhm... check into a twEECker or an EECtuner. They are pretty fairly priced at ~$400, but your ECU may not be entirely supported... I know the 89-9x Muffstank A9L ECUs are, you might be able to do a little switcheroo since it's bank fired crap.

Oh yeah, depending on what model you have, I have a friend that is a distributer for Diablo Sport performance chips. I think most Fords can be chipped. Mustangs for sure. The chips are kinda pricey though. I could probably get one for around $250, but I would have to check. Retail is around $400.

Maybe a chip, FMU , and a fuel pump. Do you have a manifold yet?

The best thing you can do is get a Rising Rate Fuel pressure regulator for fuel management and a bigger fuel pump. That would be easier for a Newbie and will be good till 7-8 psi.
