Default Help with gas mileage problem

After turboing my D16 Honda Civic I figured my gas mileage would go down but i didn't expect this. Now i know it's not a bad tune because the tank driving home from the shop got me 24 mpg. not great but i expected it. but after that everything went down hill and I have no idea why...... I now get 18 mpg but on my dyno chart a/f ratio never goes above 13 so i wasn't running rich during the tune and when i did a search on turbod16.com i noticed alot of people had 02 sensor problems which caused crappy gas mileage. So it could possibly be the 02 since the skid plate is no longer present, but what could destroy an 02 sensor like that? anyways the only other symptoms i could possibly think of is that between 2-3K the car tends to buck alittle and at WOT i get smoke out the tail pipe, not an insane amount but some (which could be from running catless).

are there any other variables that could be causing my gas guzzling problem??

right foot and/or tune. my turbo d-series gets at worst 25mpg and that's driving it like i stole it. best on highway is high 30 to low 40.
