Default Factory chipped PR4?

I just bought an OBDI PR4 from a local boneyard. It is already chipped and looks factory? Anyone heard of this? The Jumper is actually a 0ohm resistor and the rest of the cap match the honda stuff.

yeah this was brought up a couple months back.

honda did some factory chipped ECU's, which makes sense, they have the spot for it...kinda adds up that they use it from time to time.
