That is your standard RS232 <=> TTL converter, the 5 caps and the single 16pin DIP packaged IC give it all away.

looks like someone ---- out some wires onto a circut board and hoped it would do something! lmao :y ::) :3 and the bottom solder looks FRIED! :-\
