dizzy timing and fuel regulator

ok...im kinda new to the world of boost...but ive done lots of research for the past couple years...ive finally got all the stuff to turbocharge my prelude...i want to install it now and leave my wastegate open so it wont boost until i get my ecu chipped on monday then i can get it tuned. now the question for you guys is the stock internal wastegate is set at 8psi...now i have an external aftermarket fuel pressure regulator that goes up to 150psi....can i turn that up so i can compensate the fuel for boost and retard my dizzy so it will run and not blow up (yet)or let me guess...the FPR wont support the fueling needs...so should i just leave the wastegate open til i get the ecu chipped so i wont build boost or " can " i retard my dizzy and up the fuel pressure....or will the car even idle or even work right with it maxed out on fuel...does the stock ecu ignore the FPR at WOT? heck all i need is some input people so thanks for your time.
