Default cold rev limiter

Is there such thing as a cold rev limiter on a pg7 ecu. Because my car won't rev over 7000 rpm after I step on it and it gets cold.

I am having a problem were the engine cools down at hight rpm, then warms up as soon as I let off. And I think this is causing the cold rev limiter to kick in. It cools down to about 150.

maybe you put it in backwards? (is that possible?)

if you are cooling down too much, your thermostat isnt doing its job, hands down

I think I put it in the right way because I payed attention how the other one came out. Could it be the water pump?
