Default Blowing Alternator fuses. Fuel pump wont turn on?

So today i get to work and my turbo timer doesn't count it self down and my car just turns off. when i go out for lunch, my car will crank and everything works. but it wont start and my fuel pump wont turn on. I tried a new fuse and it blows as soon as my car goes into the ON position well the 2nd ON position for my 1990 integra, there is no ACC. Anyone ever heard of this? im AAA the car back home now and im gonna pull the tank tomorrow to make sure there is nothing touching because of my tank pinching the wires.

i tried putting a 20A fuse in instead of a 15 and it still blew. I throw a 30 in there and it doesnt pop but i still dont hear fuel and i get no pressure on my gauge.

obviously you have a short to ground on that circuit...
