is there a way to get your car tuned for the best mpg with a turbo?

i almost deleted this but everyone should know that any tuner worth anything should tune you for safe power in boost and good economy where you spend most of your driving (out of boost)

I get about 23-25mpgs
This is a tuned map runing 7-8 psi

I'm no experienced tuner, but i've already got 35 mpg mostly highway.
