Man those so called rising rate fuel regulators are a standing joke amongst people who tune management systems for a living, they will constantly alter fuel pressures in not so predictable ways screwing up even a good tune on a full standalone aftermarket ECU,
Best avoided,do not confuse them with a proper adjustable system with the use of a pressure gauge as when you know the fuel pressure and the different flow rates of your injectors at differing pressures it can be usefull.
Just remember changing fuel pressure is a Global change it will have the same effect at all loads and RPM's and invariably adjustments need to be made in specific load and RPM ranges sometimes Richer sometimes Leaner.
There is no substitute for a fully mappable setup, you could look at adapting a Bike Power Commander 5 system it your car is a 4 cyl as the PCV has the ability to map for boost not just adjust fuel trims and they are cheap for an interceptor and compact and can even be tuned without a laptop they also have an autotune option with a wideband O2 sensor setup which will dial in your normal driving ranges.
Then all you have to do is map for boost
