Sounds like a good deal. There's a guy here in london that has an h22 civic hb for sale for 4500... Not sure of the power or the 1/4 mile though but it looks ok.

Seems like a decent price. Like you said the swap alone is a hella chunk.

yeah the swap alone is good for around $3000.
I found the civic D-MAN was talking about. about the same condition for less cash. Just waiting to hear back from the guy
