The advice you have here is sufficient. If you wanted to get a cheap water based coating and then do an expensive solvent based clear, I'm not sure you'd have an issue, other than the price of the clear. Either way, you'll probably end up doing it with a water based, which is ok I guess as long as you clean it super good and hope for long term results.
Because if the water based paint is used on top of something used to stop water from penetrating concrete, you'll have a layer of paint, not connected to your floor.

thats kinda wat i figured.
hmm i really wanna do the nice coating on the floor. guess i need to see how i am money wise.i really wanna get the place outta debt first but at the same time the only time i can do this is next week.
hmm newsflash. maybe i should pay off my loan that i have and it would get me outta the whole and pay for the stuff easy as pie. think ima do that. then i wont have to sell my car either. sweet.
