I would say any state that smogs cars. Every other is probably fine. This question is way to broad for an answer.
Here in Florida, we do not get smog tests and the cops don't care about what you have in your car except for dark tints and loud exhausts.

i would think any state that smogs it would be illegal. they smog in the western part of WA but not in the middle. so if you have to just find somebody that you know and use there address so you don't have to do the whole smog test ----. i have a few cars on the west side registered to my house.

Parts of Ohio have e-check, other parts don't. For the next two years, the e-check is mandatory but they have removed the $19.50 test fee. I don't know where it is going after that. This last time I took my hatch, it failed three times (unboosted). If you spend $300 in repairs, you get a waiver. Well, I bought a new cat and a new O2 sensor which was like $120, then I "got a receipt" for the "labor" and I got my exemption without the car ever having to be tested again. I bought the wife a 91 4 door for a winter car...records showed that the car had failed 3 times in the last 5 months before I bought it and the guy suggested that testing it now was not a good idea...well I said do it and it passed. I think he somehow fooled the sniffer, cause he kept ------- up and having to "restart" the test. It's all a bunch of BS
