i would use the primer myself, it will help you see any minor imperfections on your wheels. i did my valve cover with hitemp. cleaned it up with aircraft stripper, then went over the whole thing with a red scotch-brite, air dried it, primed, painted (4 coats, each applied just before the previous one was completely dry), then cleared (also 4 coats, applied just as the previous dried).
I have to say, that for a rattle can job, this turned out awesome. I think if I were to have done some wheels the same way they would have turned out just as good.
anyway that's how i painted some stuff so that it would hold up, hope it helps.

i dont know if this color is dark enough for you but the color i have on my vx's is from autozone...duplicolor high performance wheel coating, its some good *** paint, doesnt chip for ----, well not yet.
