Unfortunately, used CD Keys (whether resold by an individual or a store selling used goods) cannot be reset.

Did you forget your initial steam account info? I installed CS and HL2 a year or so ago and recently started playing on steam again, and all I needed to put in was my steam password and my cd-keys were still attached. What's going on?
