Or on some computers if its installed go to start>programs>Accesories>Accessibility>Narrator
Whatever you type it will say in whatever voice you want and if you type a sentance in word or notepad, then put the curser at the beginning of the sentence, it will rescite everything below the sentence.

On XP, you should be able to go to the control panel and select Speech (in classic view) or Sounds, Speech, and Audio Devices and then select Speech (in category view) to get the one built into windows
