Well I guess first thanks to HMT for having this place where mad DIY'ers can hang out. And help each other out.
My faith in the brotherhood of mankind has been reafirmed.
Out of the Blue got an envelope from the US with exhaust shaft, compreor wheel snap rings(New) and some bushes. All used parts but all in good nick. As a gift.

After the inital excitement died down I realized this may or may not solve my oil leak problem.

May have goofed up on the Technical terms. When I kept refering to the blown part as the snap ring.
Whats blown on my IHI is the

Turbine shaft seal ring.
Item 12 Company Drawing

Some futher diging thru the net reveals this piston rings job is to keep the exhaust gases out of the turbo.

The question therefore is
1. What is the right term for this Its the LAST piston / ring on the exhaust side.
2. Can it effect oil leak. Or is its only job to prevent exhaust gases from geting into the turbo.
3. If there is an oil leak from the exhaust side. Who are the usual culprits i.e. will replacing the bushes and snap rings control the oil leak ?

Ps: Dont ask me to buy a reduild kit. New turbos are avalible for a little more since Garet have opend a plant here. Units should start rolling off in a year.

WHy didnt I think about that.

Anyway while searching the net found some more answers to questions Ive posted in the past.

1. What are the diffirent types of bearings used in a turbo. Most of us just know you have ball bearing and bushes.

2. THere was a debate on the diffirence between the DIsell Turbos and the Petrol Turbos. Because the 3rd world junk yards seem to be flooded with Disel Turbos. And few if none Petrol turbos.

There is a diffirence. Petrol engines tend to use aliminum bearings/bushes where as Disel Turbos have Bronze or sinter bronze bushes.

3. Have been looking for A site with tons of Turbo info for the DIYer
