What you need to do is call animal control or find a local "rescue" group that deals with feral cats. That cat needs to be trapped, neutered and released and he'll be quiet and peaceful. Instead, he's out ------ing his seed and the next thing you know, you'll have 5 cats outside your window meowing.

or you can just lace some cat food with antifreeze as someone said and tell us you did the above

If he's truly feral, he won't be adopted. I don't doubt that.
Instead he'll be neutered and released back in to the "wild" where he'll live out his days like any other animal. The difference is that he won't be annoying like unneutered cats can be and he won't be adding more cats to the local population, creating even more problems. If you think killing the cat is the answer, I guarantee another annoying one will take his place.
