if i were you id fight that careless driving ---- all they way... its bs. In the end that looks fixable but itll take some time, but you should be able to chain up the unibody frame in the corner and hook it around a tree or somthing VERY SOLID and bump it out going in reverse... that approach works well if you know what youre doing and go very slow, so you might be in luck.

^^^I tried that with a friends truck with my old Civic. I tied the front of my radiator support to the hitch on the back of his truck. It didn't work too well. Not enough traction.

Pulling out with a chain isn't the way to fix things properly! You have to use as mentioned previously a piece of wood on top of a jack : P I guess you have a point there crx88si but bleh :P

yeah, anchor the car to something stable then use a come-along or a ratchet binder to help pull the part out. Body shops use hydrallic machines.
Definately run this by your lawyer, you should take that ticket to court then file a complaint against your local PD. Some wack ---- dude
