I would definately give him neutral or negative.
The rating system is supposed to reflect the transaction experience. If you had a negative experience with this guy, then give him negative feedback and let others know that he is an idiot.
Just because he actually sent the money doesn't mean that it was a good transaction.
He's an even bigger idiot for leaving you feedback already. lol

make sure he isnt the type to follow through with a paypal complaint, if you give him neg he could do some ---- like send you back an empty box, tell paypal its a bad item or broke item and then get his money back and you couldnt do anything
