CAM TIMING DOES IN FACT DEAL DIRECTLY WITH REV LIMIT.
I have a D15B8/D16Y7 combo engine, i timed it up with the incorrect mark.. for some reason, the cam is always inbetween marks. Anyways, i had the same problem, no codes, would only rev to 6500 (on a chipped ECU with a 7800 rev limit).
I checked timing again and again (distributor), and finally i decided to try the cam. I retarded the cam gear 1 whole tooth.
GUESS WHAT? it fixed the problem with no other adjustments.

I'm not trying to convince you, I'm just telling you how it is and as far as being 1 1/2 tooth off its impossible, your either 1 or 2, there is no inbetween. If you put the crank gear on the TDC mark and look at your cam gear there is no way it will be off a "half" tooth.
If the belt slipped say 2 teeth, retarded, it would be "hard" to rev, but there is nothing stopping the engine from reving higher.

As far as the PM6 and PR4 being different revs, yes.. It's based on the ignition maps.
BHG brought up a good pint while we were talking about this, cam timing being off, makes ignition timing off! D'uh! :P
So Jeff and I are probably both right... check your damn cam timing boi-o!
