Reprogram ECM?

Reprogram ECM?
My cousin has a 92 Saturn SL (POS). She drove it home one night, parked it outside the house, next morning it wouldnt start. I went over there to see if was maybe an easy fix and discovered it wasnt getting any spark from the coil packs. Apparantly, that Saturn has 2 big coil packs instead of a distributor.
They called out a local mechanic with some diagnostic tools. He did some trouble shooting, no spark for him too. He used his scanner tool to check the ECM for codes (no CEL) and it rang a 48-F (if he remembers correctly). He told me that they have to take it to Saturn to have the ECM reprogrammed.
How does an ECM break without being physically hit and just lose its memory?

any of those ECM's, since they are all SOHC 1.9. The sw/c/l 2 is the DOHC 1.9 and isnt the same ECM.
