the weird thing is that the tranny slid together with no problem, i dont know this is very weird,the clutch works, there is no problem moving from gear to gear and it sits in netural ETC.. it SHOULD go but i dont know what the hell happened, this is the 15th swap i have dont and i havent seen this before. its jsut weird damnit.

Only going on what I read you tried a starter it was bad after that you put another starter in there and it did the same thing....
did you test the other starter first? also did you use the right flywheel? if the motor turns by hand and you test the starter off the car and it is fine and you have a 12v signal from the switch in start position sound like you have another debunk starter or it is binding on the flywheel and not turning.....

teh flywheel is correct, to factory spec. the starter was out of a 93 civic EX known to work. infact after using it i put it back in the civic and it started right up.
