America wasn't sure which side of the war to come in on, if any, until Pearl Harbor.

Ireland also considered declaring their independance (again) as German allies, but were afraid of being steamrolled by Germany after the war by way of thanks. IIRC, it was the same deal as the rebellion of 1916 aka the Poet's Rebellion, and while Ireland never felt comfortable enough with the Germans to declare them as allies there were a couple shipments to Ireland of German armaments.
