Did you hook that electric turbocharger up to the ignition switch or to a constant +12? If it's hooked up to the +12 thats your whining noise. Your building boost at idle and getting better fuel economy 
Sounds strange ghetto, do you have power steering at all? Definately sounds like a bearing to one of the accessories might be whining.

seriously doubt it...im using a stealthmode oil setup but tee'd off for the gauge, which has been that way for a few weeks now and the problem just started today. I get roughly 20psi of oil pressure at idle, i dont see how the turbo could be getting starved, i was thinking about getting a restrictor since it blows a little smoke at wot sometimes when the pil pressure jumps up to like 75
