1500 doesn't sound too bad, in my opinion, not too great either, but if he'll cut you a cheaper price, do it. But still, I might pay 1.5k for it, depending on condition, obviously I don't know how it looks, but if I was to make an offer straight out right now with your description, 1200 would be my offer, of course via Postal Money order only.
