You can probably get a title bond, just provide the dmv with the bill of sale as well as filling out their paperwork. I'm sure this is legitimate, shouldn't be too hard to explain it if you can provide the name of the dead guy.

you can get a dead persons info including ss# from the social sec admin for a fee there is a link on ancestry.com they have all the ss#'s from people who have passed away dating back from 1950. the cost of acsess is like $90 or $100.

there is the link to the social security death index all the info for everyone that has died from 1950 to present.
