you sure your cable provider didnt cap your upload? i would call them and check, then they can probly step-by-step you to fix the problem.. might take a while on the phone. but will probly fix the problem.

I had the same exact ---- happen to me. Stumped me for weeks. Ended up being something up with my router.
It's weird because even to surf the net you technically have to send packets (to request data). Do you have problems filling out forms and ---- too?

its impossible for you not to have an upload... everything syncs download with upload.. meaning you cant be looking at this webpage if your computer couldnt upload because it has to send bits/bytes to show what you have recieved.
a cap would have nothing to do with it all cable is capped hella low (usually around 512k-768k)
something has to be going on.. are you running your computer from another? are you on a guest acct and you are locked out of access? hmmm something simple i bet..

what kind of router are you running? what brand/model cable modem? did you recently install something before this started happening ? have you tried powering down everything (modem, router) by pulling the power source and leaving disconnect for 10 seconds or so? also check for static in your rj6 (coax) do this by removing it from your modem put your fingertip to the center wire then angle your finger so you're touching both the wire and the surrounding screw terminal. if you feel a light shock this is normal thats the static from the line. hope this helps if not reply back with everything else
