Balancing is done before any part of assembly. Blueprint? You mean put it together within the right tolerances? :P Knifeedging your crank? hmm, don't think that's such a good idea, but that gets done way before "assembly" as well. My build would only be inferior if I didn't actually know how it was put together.
I guess these are the things that will set the top D apart from the next best. I can see your trophy now, "Hotrex, nice attempt" haha.

balancing = making sure the pistons all weigh the same, as well as the rods, not too hard with a postage weighing machine in grams.
blue printing = clearences. bearings mostly and piston to cyl wall.
