i used to work at a vw shop..and 115hp sounds about right, from what i've heard.. not sure about the torq tho. there's not much to get out of the old traditional tdi engines, compared to the newer high pressure tdi engines.. the newer 2.0 tdi engines you get like 170hp and close to 500nm according to the chip manufacturers 
that might be a nice project to start

TDI stand for "turbo direct injection Diesel".Dont ask me where the "diesel" at the end came from 
but thats what It is.
As far as I know any diesel engine will respond good to a chip mod.You shouldnt need more that that to get you moving in that car.
