the reason he never paid for it is because he emailed the seller after the auction was over and the seller said dont send the money the car is sold already, so there was no chance for him to send the money. and why would you send money for something that was already said to be sold.

That happened to me with some punk in CA selling his powdercoated LS rims and tires. I won them for like $500 shipped, and he was like yeah, send the money, I'll ship them. So I sent it via paypal, and then the kid was like, oh, I found a local buyer that will "outbid" you, do you want to match him. So I responded with "Dude, that's Bullshit, you've already got your money, send me my wheels". He came back all apologetic,"oh, I'm sorry, you're right, I'll send them." and then the next day he emailed me with, " sorry the deals off, my car was stolen last night". He sent my money back and I just said -----it, that kids a punk. I just dropped it and eventually got some wheels for free.
