its called the wheel is turned, just look at the other pic, you can see the tire sticking out

He has the wheel turned if u look at the pic lookin at the grill u can see the tire sticking out the side.

it`s the caster. a lot of civic/integra looks like this if`s been to a front end accident or if both wheel has went up on a crub.
