ARC or MIG would do the trick if this was on any other application.. like I mentioned about the siezed freeze plugs on old v8s.
The thing that bothers me is the aluminum factor of the body.. I would have to play with a trashed unit first before I would honestly recommend him to do it.

Yeah.. i'm not even going to try to weld it. With my limited skills and the cost of a new tranny if I ---- up the housing... (5-speed ZF BMW M3 tranny--ouch) I'm just going to pull the tranny and drill the bolt.
To answer your question Jeff there is a fair ammount of room to get an air chisel in there; here's what it looks like:
