Now from what I understand that keeps the car OBD0 which limits the tuning software I can use?

What engine are you refering to? You say a 1.6L 16V engine, '90 crx 1.6 (d16a6) then you say d16 dohc...

And you don't need a romulator. Get a Moates chip burner for $85 or a Willem for $50 if you're really on a budget.
