Default heater problems, fan not working...

Car is an 89 CRX with a b16 swap.
Background info: My heater wasn't working and it's cold as ---- outside. Come to find out, that line that opens the valve is siezed, so i took the line off and opened the valve. Car still never blows hot air. It get's barely warmer than the freezing air outside. This afternoon i found out that the line to the vent under the dash that selects hot or cold was siezed too, so i poped it off and opened it for heat. All is well, i let the car warm up, turn the heater on and it's blowing nice hot air. I get in, drive halfway around the block and it just quits. The fan just stopped blowing. It was pretty weak in the first place but it had never just quit on me. The fan was always really loud too, like a loud, deep humming. Are all honda air fans like this?

Question: What the hell is wrong with it? I checked fuse under the dash and it was good. There's not a fuse under the hood for it is there? The fan never turns on now, is the fan bad?
