Still illegal. If he is going to bother at all with it, might as well do it the right way. The only way to know for sure what is up is to copy the vin number and go down to your local dmv and ask about it. Tell them the deal and see what they say. Then go to the dealer he claims he bought it from and talk to them. If they said they will let him keep the car but no title, then they probably have some kind of lean on it and you won't be able to get a real title for it till that lean is cleared. If you do buy this car, make sure you clear the lean before you touch it. If they decide you have improved the car enough to make it marketable before you complete the lean, they will take it back and resell it to someone else and you will be out a good amount of money.

Seems like too much work for a MKIII. They aren't much in decent shape with a clean title.

They will also arrest you if the #'s come up stolen or have the joys of spending all day in a police station telling them where the guy lives etc etc etc where you saw the car.
