Anyways if you're not going to turbo your neon and you just want some sound then just install a muffler. By the sounds of your needs it wouldn't be worth all that money for a full exhaust to get you that extra 1 or 2 horsepower over just a muffler on a NA car.
An NA car with a full exhaust may sound cool at first and for driving around town but if you do any amount of extended highway driving then make sure you keep some ear plugs in your car!
I had a full exhaust on my 93 coupe but I was also turbo so it wasn't real loud, but a while back I removed the turbo from my civic and now it's loud as ----! I made a couple road trips 2 hours each way and let me tell you it gets annoying real quick, especially when you're trying to talk to other people in the car...."what?"..."what was that?"..."what?" was most of the conversation.
I'm looking into an exhaust for my MR2 but I want it for the HP gains not the sound, I like the stealthness of a quiet exhaust on a turbo car. But the Blitz Nur Spec exhaust for the MR2 has dynoed a gain of 18hp and 16ft lbs of tourqe.

get a 2.5 stair muffler and a 2.5 resonator to replace your cat and keep it quiet, then goto your local exhaust shop and find the youngest guy there to do it, he'll keep the costs down for you... Most exhaust places will weld up some pipes for like 80-90 bucks if you bring the mufflers in, and you can get whatever muffler you want from ebay, with a in/out oval muffler because the strait through ones sound like *** and half the time they don't fit right=more money to install.
After that go back to ebay and pick up a cheap cai and throw in some 93 octane gas, then advance the timing some(i doin't know how to do this on those cars). You could feasably get about 10 hp somewhere in the powerband.
it'll probably cost you just under 200 bucks when all is said and done.
p.s. it's always good to have a firned that can weld.

---- guys im wthin driving distancde of bigfag and would love to rage on him and then calm down with a nice bang out session with his sister.......yeah, to each his own...get the muffler but it will sound ratty with a hollowed out cat.

i could be wrong but the neon has a mandrel bent 2" on it stock with is good enuf for any bolt on mods you plan on doing soon. so it see it as not worth your time just get a nice muffler that will free up your flow enuf to make a noticeable difference. add intake adn you should be happy for the time being.
