Have a look at Saab model 99's with them the ignition switch is between the seats and locks the Car in Reverse.
Even if they start it running along the road in reverse will get them attention they do not want.
The trick to beating any thief is they do not want attention, with a carburetted vehicle a simple hidde3n fuel cut solenoid may allow them to start the cat but only go a few hundred yards at best,Then you can almost Guarentee it will stop right where they do not want to be because it attracts attention.
They then abandon the car where it is.
As for Tilt trays and tow trucks the only method to beat them is Video surveillance that automatically uploads to an online base station and plenty of stickers proof the vehicle is protected in that manner as well as tracking systems and remote switch off power.
Basically make it so obviously hard they look for an easier mark.
