You guys are all wrong. It is a spark plug drain hole. When water gets passed the HT lead boot, that passageway drains the water out of the plug well.

There is a single rubber gasket that goes between the cam cover and the head around the SP well and seals oil from getting into the plug well. If you remove the cam cover, you need to replace that gasket or high temp silicone the ---- out of it.
