car only revs to 4k

I tried finding a lose sensors, but could not find any thing. I put a turbo on the car last week, and no problems, until the other day when i was driving and the car will not go past 4k. I have 98 honda civic hx with only 70k only motor. I need help finding the problem.

When you say "revs", you mean having it in neutral and revving her up, or just plain driving?

Does it happen all the time, or only after driving for a little while. That happened once to my 97 ex with an OBD1 P28, and it was a bad ebay chip, after it was replaced it stopped doing that.
