interesting idea scott, it'd probably be likily to cause a huge accident and kill them. Although it'd be insanely dangerous just hooking up the device. I think it would be more worthwile to hook it up to the horn, well at least for someone who over-uses their horn.

the extra wheel weight sounds good, but also think about all these easy tricks that cause pretty good damages LOL
1) soak a rag into thin cement mix and stuff it all the way into the muffler so it will never start and no one will ever notice, and it will never came out.
2) punch holes in a can of brake fluid and place it on roof
3) spray the entire can of "aircraft paint stripper" in to a bottle and punch holes in it then place on roof
4) pour bleach into sun roof / window gap
5) pour shitty water (put dog ---- in bottle then fill it up with water and let it sit) into sun roof/ window gaps / air vent
6) cut brake line/ e-brake cable
7) patch cement into the radiator, the muffler, the key hole, air vent, or simply pour a bucket of cement on to all 4 wheels so it sticks in to the ground LOL
8 ) chain the muffler/ suspension into a tree or something.
9) punch tire, then patch the wheel lugs with cement/ epoxy

here are some things i would do-
from meanest to not so fucked up.
1. cut there brake line and then all of a sudden when they are on the freeway oooshit.
2.pour ---- in there gas tank.
3. take off the oil drain plug almost all the way out.
4.let all the air out there tires so they are late for work or school.
5.key there car.
6. beat the ---- out of them.
7. call the cops.
8. tell them they are pussies for throwing ---- at ur car.

You guys gotta understand how obvious some of that ---- would be. Some of the sneaky ---- is good but all that ---- about leaving stuff on the roof of thier car is ------- stupid. While your at it leave them a note saying "payback is a bitch!" So they can go to your car again and ------- destroy it with crowbars. Be slick about it. Its pretty nice how this is killing time. The more time goes by between the egging and "bad luck" the better. Think about it.... Some good ideas though (some)

yeah i'm going to do the excessive wheel weight thing probably some time this week.
