Default Car actting strange, any ideas?

Well I have a 96 Eclipse that I hardly ever drive. (about to put up for sale) Well it had been siitting for about 3-4 weeks without being started. I had to put my Civic in the shop so I ended up having to drive the Eclipse. It had just enough power to barely start. I kept having to try to crank it, but it was like it wasn't catching. Finally I got it started and now the idle bounces from 100-1000. Just constantly. While I'm driving it lags then kinda feels like it "kicks in" all the power and lags again. It also take quite a few times to finally get it to start, and you have to just keep letting it crank and crank.

Any ideas?

I don't know crap about Mitsu's either. I bought the car as a daily driver while I was waiting on court, an engine swap, and body work on the civic. The battery is new (well newer, only a couple of months old)
