depends on how sneaky you can be, mostly your problem will be the visual inspection portion. If you tune right then most turbo setups will pass the smog emissions, but you have to know someone who is willing to waive the visual.

with the california ref, ur car has to be completely stock.
for a smog check, put back stock manifolds, injectors. plug oil lines.
for a test only you can try find someone that will smog it with it still attached. disconnect the wastegate arm, swap injectors and run stock bin.

i got a ticket for the hmt kit and had to see the ref. it was such a hassle.
i didn't want to pay the $500 fine so I put the car back to stock. well almost. instead of the d15b7, i had a d15b8. didn't pass the first time because of some minor things (wrong crank pulley, o2 sensor, spark plugs).
so keep all your stock parts. smog is not that bad because it's every 2 years.
