Probably not if you want a response within an hour of posting; different forums move at different speeds. Measurements of the turbo would help ID the flange. You might be able to use a RRFPR to handle the fuel side, but the timing in this car is crank triggered and not easy to adjust manually.

Could you measure the distance between the bolt holes on the flange? I'd expect a T3, but you never know with SAABs.

if its a true factory saab turbo it probably has an odd shaped inlet flange that will have to be custom made. most companies dont make flanges for them. it would be easier for you to just get a standard garrett t3 turbo as there are plenty of flanges and accessories for them.

as far as tuning see if you can find a local tuning shop that is capable of tuning a madza. purchase larger injectors. get at least 42 lbs injectors. that will give you fuel to spare. these injectors should give you at least 250hp capability which is more than you will need for 6 psi. 7 psi or more will require an intercooler so since your on a budget you will need to keep boost to 6 psi. your 1000.00 budget may be a pipe dream as the custom tune alone may cost from 500.00-1000.00 on your madza. this is the only way to go as it will make the most power out of your engine and retain its reliabilty.
using a piggyback, fmu, or maf translater is just a bandaid
