Default looking at used turbo oil in exaust housing?

Hi, I am trying to source a used td06 to replace the one on my 91 MR2, the old one is toast with worn wheels, so I need a cartridge or a good used turbo replacement.

Long story short, there is a used turbo on craig's list, looks exactly like mine, minimal shaft play, but there is a fine coating of black liquid oil on the exhaust wheel. Does not seem to be any on the exhaust inlet, just the normal light carbon buildup, and there isn't a ton of carbon buildup on the exhaust outlet. He got it from another guy on craigslist, then decided to not use it, so it's unknown goods. If the exhaust oil seal ring was sticking and allowing oil through, would the oil look like that? I would have guessed it would look all coaked up, but there's almost no buildup. The only other explanation I can think of is that the oil feed line could have dripped into the exhaust since it's still bolted on and kind of curled around.

If this on is leaking oil, am I right in assuming it's mostly good to start with for a rebuild. Any feel what it's worth?
