The cliff notes version is that you can use a 2003+ Saab 9-3 exhaust manifold. It bolts right on, no modifications needed. According to that FAQ Hahn Racecraft sells manifolds on Ebay.
You may be able to get the entire Saab turbo assembly for a reasonable price.
For tuning/fuel enrichment, there are no options under $400. You're best option is to buy some larger injectors, 2 bar GM map sensor and get it tuned by a HP Tuners dealer. Here's one in Tempe, Az - Loud Pedal Motorsports »Home

just removed my turbo kit from my 06 cobalt. since you have an 09 you have more options as far as tuning. i would go with trifecta tune with larger injectors and a 2.5 bar map sensor. go with a quality turbo (garrett, ihi, borg warner, turbonetics, etc). you can buy a new kit for a ridiculous amount or you can piece one together with used parts for ~1500.00 - 2000.00 depending on the turbo.
